The City of Valley contracts with PeopleService, Inc. to manage the water and wastewater responsibilities for the City. The City only handles the billing and some minor duties associated with the water system. If you have an issue with your water or wastewater system during normal business hours, (9 a.m. to 5 p.m.) Monday through Friday, please call our utility clerk at (402) 359-2251 Ext. 301 and she will contact PeopleService. If you have an emergency that occurs after normal business hours please call 1-888-861-1921 and the PeopleService hotline staff will be able to help you.

In order to establish water service, you will need to stop into the City offices and pay a $150.00 deposit and set up your account. After twelve (12) consecutive on time payments this deposit will be refunded to you following approval at the next monthly City Council meeting.

Water bills are sent out on the first day of the month and must be paid by the 15th of the month. All bills not paid by the 15th of the month will be assessed a $10 delinquency charge. In the event service has been shut-off for non-payment the customer must pay the delinquent bill, the current amount owed and the reconnection charge. If payment is received before 3:30 p.m. Monday through Friday, the reconnection charge is $50. If service is restored any other time, the reconnection charge is $75.00.

Receipt by the City of an insufficient funds check will render the account unpaid and will result in an additional fee of $20. The check will not be resubmitted and the amount owed will need to be paid in cash before service will be restored. Residents are also able to pay via automatic bank withdrawal

Water Billing Amount Calculation:

Following is a breakdown of how your monthly water usage is calculated (Residential - Inside City Limits - Ordinance 784):

Gallons Used Charge
0 to 3,000 gallons $17.75 (minimum)
Each additional 1,000 gallons $1.95

Examples

  • 3,001 to 4,000: $19.70 Per $1,000 Gallons used
  • 4,001 to 5,000: $21.65 Per $1,000 Gallons used.

Rates for Residential Users Outside the City Limits and Commercial and Industrial users please follow this link to the applicable municipal code section.

Wastewater Billing Amount Calculation:

Your monthly residential and small business wastewater charge is determined as follows:

Current Minimum Monthly Charge: $28.17 plus a variable rate for average usage* over 2,001 gallons of: $4.36 per 1,000 gallons used

*Average usage is your average monthly water usage during the months of December, January and February.

Wastewater calculation example:

  • Current Minimum Monthly Charge: $28.17
  • Average monthly water usage during December, January, February: 4,500 gallons: $13.08 ($4.36 times 3 equals $13.08)
  • Total: $41.25

The resident would then pay $41.01 as their wastewater charge from April 1 of that year until April 1 of the following year.

If your average monthly water usage during the months of December, January and February is less than 2,000 gallon then you would only pay the current minimum monthly wastewater charge of $28.17.

There is a separate calculation for institutional, commercial or heavy industrial customers. Please see Ordinance Number 645 for details.
