Water / Wastewater

The City of Valley contracts with PeopleService, Inc. to manage the water and wastewater responsibilities for the City. The City handles the billing and minor duties associated with the water system. If you have an issue with your water or wastewater system during normal office hours, (9 AM to 5 PM) Monday through Friday, please call the utility clerk at (402) 359-2251 Ext. 301 or at cityoffice@valleyne.org. 

If you have an emergency that occurs after normal business hours please call 1-888-861-1921.

Applying for Service

All customers wishing to receive water/wastewater service must complete a Water / Wastewater Service application and pay any applicable deposit.  An application will need to be filled out regardless of whether you are renting or purchasing a home or if you are operating a business. 

Applications can be completed in person during normal office hours, Monday through Friday, 9 AM to 5 PM or by emailing the completed application to cityoffice@valleyne.org. Please allow at least one (1) business day prior to when you would like the utilities transferred into your name.

Utility Bills

Utility bills are sent out on the first day of the month and must be paid by the 15th of the month. If the 15th of the month falls on a holiday or weekend, bills are due the first business day after the 15th. All bills not paid by the 15th of the month will be assessed a $10 delinquency charge. If the utility bill is unpaid for two consecutive months, water may be shut-off. In the event service has been shut-off for non-payment the customer must pay the delinquent bill, the current amount owed and the reconnection charge. If service is reconnected before 3:30 PM Monday through Friday, the charge is $50. If service is reconnected after 3:30 Monday through Friday or on the weekend, the charge is $75.00. Returned items will be charged a $20 returned item fee. 

City of Valley Payment Options

Billing Types

  • Residential: residents who reside in single family units, individual apartments, duplex unit, multi family units or individual mobile home units inside or outside city limits. 
  • Small Business: businesses using less than 10,000 gallons of metered water per month. 
  • Commercial: businesses using more than 10,000 gallons of metered water per month. 
  • Industrial: businesses engaged in manufacturing of goods or products.

For residential and small business customers the monthly wastewater consumption is calculated in March annually based on the average water consumption during December, January and February of the preceding year. For commercial and industrial customers, the monthly wastewater consumption is based on the actual water consumption each month.
